Jay A. Salinas
Associate
Jay A. Salinas joined Atlas, Hall & Rodriguez in August 2025. His practice focuses on commercial litigation, financial institution litigation, construction law, oil and gas litigation, and wrongful death and personal injury litigation. A Rio Grande Valley native, Jay earned his B.B.A. in Business Management from the University of Texas Rio Grande Valley in 2022 and his J.D. from Baylor University School of Law in 2025, where he was competitively selected for the nationally recognized Advocacy Program and served as President of the Hispanic American Law Student Association.
During his studies, Jay gained public service experience with the U.S. Attorney's Office for the Southern District of Texas, the Office of U.S. Congressman Filemon Vela, and the Undikumbukire Project in Zambia.
